feat(tooling): align quality checks across just, prek, and CI

Add fmt/lint/typecheck/test/check recipes to both the blueprint and root justfiles. Run ruff format in post_gen_project.py so generated projects start with pre-formatted code. Restructure MIGRATION-GUIDE.md to put just under Code Quality & Tooling with a three-surface enforcement table.
