Increase max upload size

This allows configuration of the website's maximum upload size (for media and documents) as requested by VSS (ticket ID#18973606).

I've tested this configuration on an example website and it works. I think this is the cleanest way to increase the max upload size since it can't be configured in the standard Wordpress configuration files nor through environment variables.
